Why do the guys soliciting for hookers in Las Vegas make snapping noises with the cards?

When you are walking down the strip in Las Vegas and there are all of those guys in the shirts that say "girls, girls, girls" trying to hand you fliers for "private dancers" they all smack and snap the cards. What is the significance of that? They all do it. Is it just to get your attention, or does it mean something?
I thought I saw on Dateline or 20/20 that there was some legal reason.

I don’t know why, but be sure not to take any if you are walking with your wife. I thought it was a flier for a local restaurant. My wife got so mad when I grabbed one and said "Oh my god!" when I saw what it was.
They got your attention didn’t they?
It is just to get your attention. Though I think for some of them it is a bit of obsessive compulsive disorder.

Because if you look at them then they can hand you the card. If you look away and not at them then they could be arrested for being a nuisance.
Be happy that they are not wagging anything else at you.
I do believe it is only an attention getter.
They do it to get your attention, and most of them are newly landed immigrants who don’t speak much English.
Its just to get your attention..that’s all it is. Once you look at them they will try to give you one of the cards advertising women.
